    The thus far uncharacteristically slow fall has pitted naysayer against optimist.     Classic fall run conditions can be found across Long Island right now as cooler nights and shorter days jumpstart coastal fisheries. Bass remain in full-on blitz mode out at Montauk, with big numbers of 28- to 36-inch fish pushing through the rips and into the wash under the lighthouse. Tog fishing is off to a good start in shallow water, and the bite should get better as we head toward the end of the month. Sea bass and porgy fishing remains strong off the South Shore’s artificial reefs, and there’s even a few knotheads still showing up in the Long Island Sound alongside good numbers of jumbo porgies.     If you haven’t been pounding the water lately, then you better have a good excuse! Rhode Island beaches are alive with striped bass, bluefish and false albacore. Jumbo black sea bass are holding their ground off Block Island. Monster blackfish are coming out of Rhode Island waters and Connecticut’s season opened up with a bang despite nasty weather.
